Emploi-Québec is an agency (independent service unit) within the Ministère de l’Emploi et de la Solidarité sociale. It was created in 1998 following the merging of various employment and manpower services for the purpose of focusing all efforts and resources related to employment and the workforce on achieving Québec’s primary goals. Emploi-Québec thus plays a leading role in these two areas.
The Canada-Québec Labour Market Agreement was signed in April 1997 and came into force on January 1, 1998.
Under this agreement, Québec is responsible for active employment measures under the Employment Insurance Program as well as for certain National Employment Service functions available to Employment Insurance recipients. These measures and functions are funded by the Employment Insurance Account, which falls under the responsibility of the Government of Canada.
