Air conditioning and refrigeration systems
Equipment targeted by the new requirement
As of June 1, 2008, you
will have to hold an H3 environmental qualification
certificate in order to install, service, repair or
modify equipment in this category that uses halocarbons.
Examples:
- vehicle air conditioning system
- transport refrigeration unit
Main trades targeted by the new requirement
- Vehicle body repairer
- Mechanic
specializing in automobiles, farm machinery, trailers,
heavy road vehicles, tool vehicles, recreational
vehicles
- Vehicle salvage dealer
Length of validity of the H3 certificate
Your environmental qualification certificate is valid for
your full career. The Regulation makes no provision for
renewing this document.
Criteria for obtaining an H3 certificate
To obtain an H3 environmental qualification certificate,
you must hold one of the following attestations of training
covering the use of halocarbons for vehicles:
- Attestation of training on halocarbons, vehicles category, recognized by Emploi-Québec, given by a school board (seven hours);
- Valid Ozone Depletion Prevention (ODP) card issued by the Government of Ontario;
- Valid Manitoba Ozone Protection Industry Association (MOPIA) card.
- Attestation issued by the Heating, Refrigeration and Air Conditioning Institute of Canada for training successfully completed after January 1, 1994;
- Attestation issued by the Refrigeration Service Engineers Society for training successfully completed after January 1, 1994;
- Vocational studies diploma in automotive mechanics (program 5298) obtained after June 1, 2008
or
the 3 following vocational studies modules in automotive mechanics (program 5298) obtained after June 1, 2008 :
Health and safety and environmental protection (No. 343412)
Inspection of systems related to motor and cabin temperature (No. 343573)
Maintenance and repair of systems related to motor and cabin temperature (No. 343583)
Note: Since September 2006, the vocational
diploma (DEP) programs for mechanics will include the
necessary environmental module to obtain an environmental
qualification certificate.
How to obtain training on halocarbons for certificate H3
If you have not completed any of the training on
hydrocarbons required to get your environmental
qualification certificate, you must sign up with one of the
school boards providing the seven-hour training recognized
by Emploi-Québec.
Registration fees will be requested.
How to apply to Emploi-Québec for a certificate
- Download the
application form for an environmental qualification
certificate
- Complete the application form and send it to the
address shown below along with the following documents:
- a photocopy of your vocational qualification
certificate or apprenticeship card;
- a cheque or money order for $30, made out to the
Minister of Finance of Québec.
