Act on skills development

The Act to promote workforce skills development and recognition, passed by the National Assembly on June 7, 2007, amends certain aspects of the Act to foster the development of manpower training, commonly referred to as the 1% Act, in force since 1995.

The Act embodies a new message emphasizing workforce skills development and the need to recognize skills acquired in the workplace. It proposes means enabling employers to combine and organize their training investments to ensure that training enhances human resources development and productivity.

Employers whose total payroll is $1.000.000 or more must invest at least 1% of the total payroll in employee training.
